A Planning Engineer brings real value to a project only when actively supporting the Project Manager in decision-making, rather than limiting their role to creating schedules and updating software. If their role is restricted to administrative tasks or routine updates of tools such as Primavera, they are essentially reduced to a secretary familiar with Primavera, instead of being a strategic participant in project management.

A true Planning Engineer integrates schedule analysis, risk assessment, and interpretation of actual progress into the Project Control process. They should challenge assumptions, promptly highlight deviations, evaluate their consequences, and provide concrete analyses and recommendations that help the Project Manager effectively manage the project and make the right decisions.

Without this analytical and advisory role, planning becomes a mechanical activity with limited impact on project outcomes. In that case, the planning function loses its strategic purpose and is reduced to data entry, updating, and documentation, instead of being one of the key functions contributing to successful project delivery.
